I. Purpose for the job
As part of the Regional Operations Team and under the general guidance of the Regional Chief of Operations, the position will report to the Administrative and Finance Manager, and will support monitoring of WCAR key results for the enablers in the context of the UNICEF Strategic Plan 2018-2021. It will also undertake tasks that will inform Regional Chief of Operations decision making and ensure that the focus is constantly on the achievement of results.
II. Summary of key functions/accountabilities:
1.Monitoring of Key Results indicators relevant to Operations as enablers for programme implementation
2.Contribute to oversight, technical assistance and capacity building relevant to the key results for children relevant to Operations as enablers for programme implementation
3.Support the activities of the Regional Management Team (RMT) Working Group on Operational Excellence
1. Monitoring of Key Results indicators relevant to Operations as enablers for programme implementation
◾In coordination with the Regional PME section, periodically review progress on key results for children assigned to Operations/enablers in WCAR.
◾In coordination with the supervisor, monitor achievement of the results assigned to Operations in the Regional Office Management Plan for 2018-2021.
◾Support the preparation of Key Performance Indicators for the Regional Office Management Team related to Operations.
2. Contribute to oversight, technical assistance and capacity building relevant to the key results for children relevant to Operations as enablers for programme implementation
◾Undertake root cause analysis of low performance or bottlenecks and propose solutions aimed at supporting achievement of key results in the area of Operations.
◾Undertake, when necessary, in-country visits for oversight and technical assistance to advance progress towards achievement of key results for children in Operations.
◾Support identification of capacity or knowledge gaps that could jeopardize achievement of key results for children, and propose capacity building and knowledge management/sharing activities.
◾Conduct any specific task as instructed by the Supervisor or the Regional Chief of Operations, particularly in the areas of capacity building in Budget, Finance and Administration.
3. Support the activities of the Regional Management Team (RMT) working group on Operational Excellence
◾Be part of the secretariat of the RMT’ s Working Group on Operational Excellence
◾Contribute to the monitoring of the implementation of the actions agreed upon by the working group and contribute to the efficient and effective functioning of the working group.
III.  Impact of Results
The ability of the Operations Specialist (Management for Results) to successfully contribute to the monitoring of progress towards achievement of key results for children will ensure constant focus on achievement of results and timely implementation of measures to address constraints and bottlenecks. This will definitely contribute to the achievement of by 2021, of the key results for children that WCAR has identified.

IV . Recruitment Qualifications
Education
Advanced university degree in Finance/Accounting, Audit, or any relevant area
Experience
At least 5 years of experience in administrative, finance and budgetary matters.
 Language Requirements
Fluency in French and English is required, both in writing and verbal.

Children in West and Central Africa have their rights violated on daily basis to an extreme extent. They die from malaria, diarrhoeal diseases and vaccine-preventable diseases such as measles. Under the supervision of the Regional Chief Monitoring and Evaluation, the M&E Specialist (child rights monitoring) is responsible for strengthening child rights systems monitoring, quality of SitAn, documentation and establishment of data analysis, situation assessment and monitoring systems and reporting systems for high impact interventions, and in support to COs’ needs. Facilitates application, adaptation and operationalization of UNICEF data strategy, directives and standards in close collaboration with relevant HQs Divisions/Offices counterparts. He/she is responsible for coordinating and supporting UNICEF contribution to Common Country Analysis (CCA) in the context of the UNDAF, at regional level through the work with the R-UNDG WCA and QSA/Programme Support Group.

 1- Programme Performance Monitoring
Ensure COs and RO have quality data to assess progress on the situation of children and towards expected results established in annual work plans.
2- Technical Support and capacity building:
Ensure that child right monitoring and data capacities of UNICEF Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead situation analysis, child rights monitoring.
3- Situation Monitoring and Assessment
Support COs and RO to ensure that that they and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.
4- Quality assurance
Ensure that UNICEF supported SitAn and data quality improve in the region, including establishing quality assurance systems and tools
5- Knowledge Management
Ensure that lessons learned and knowledge generated in the region and elsewhere in the organization are shared in the region; update to date materials and tools in the area of child right monitoring and data are accessible to the COs and RO.
6- Coordination and Networking
Ensure that WCA Regional Office is effectively linked to wider UNICEF data and child rights monitoring developments in a way that both contributes to and benefits from organizational learning on effective data management.
7- Regional Office Management
As part of the Planning, M&E section, contributes to define priorities in the RO work-plans for monitoring, evaluation, research, data and analytics activities and supports the ROMT with monitoring compliance and performance standards for the Regional Office Management Plan. Contributes to the work of the Key Results RMT committee on Data and Knowledge Management.

◾Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:

◾At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

Under the guidance of the Regional Chief of Programme and Planning, the Programme & Planning Specialist will coordinate West and Central Africa Regional Office planning, monitoring and reporting processes and support quality assurance mechanisms of Country Programme planning exercises in 24 West and Central Africa countries with a broad range of functions- including policy and programmatic work- to ensure alignment of regional and country programmes with UNICEF Organizational policies and priorities.

Strategic Planning, knowledge management and capacity building
Provide technical guidance and strategic inputs to the design of key regional meetings (Regional Management Team, Deputy Representatives and Operations Managers, Social Policy, Planning, Monitoring and Evaluation network) as well as of staff trainings on UNICEF Programme, Policies and Procedures (PPP, RBM) ensuring that these learning events contribute to the development and implementation of policy and programmatic standards and priorities across UNICEF Programmes in the region.

2. Support to regional office planning, monitoring and reporting

Coordinate the development, planning and monitoring of the Regional Office Management Plan, including preparation of the Regional Office annual planning and reporting exercises, regional review of Country Office Annual Reports and preparation of the Regional Office Annual Report, as well as overall guidance for knowledge management services within the Regional Office.

Contribute to the preparation of Regional Strategic documents, including briefing documents, statements and information for the Regional Director for the Executive Board sessions and other missions as required.

3. Setting regional standards for programme performance planning

Support Country Programme Planning processes (midterm reviews, country programme preparation, Situation Analysis) with a focus on regional quality assurance mechanisms to ensure that Country Programme Planning exercises are in alignment with the latest guidance and organizational priorities.
Provide technical assistance to Country Offices and contribute to policy dialogue on key UNICEF policies and procedures to ensure the highest standards in programme design, implementation and reporting.

4. UN Coherence and inter agency collaboration

Provide guidance and support to UNICEF country offices for the development of UNDAFs and participate in inter-agency meetings and missions as required to support UN coherence initiatives, particularly as they relate to the integration of RBM into Common Country
Assessments (CCAs) and UNDAFs in line with the Sustainable Development Goals through the Regional UNDG Peer Support Group.

5. PM&E section Internal Planning and Reporting

Coordinate internal planning and reporting for the Planning, Monitoring and Evaluation section.

6. Networking and partnership building

Collaborate with key relevant divisions in UNICEF Headquarters and Planning Units in the other UNICEF Regional Offices to exchange knowledge and ideas and to contribute to global and regional learning focusing on effective approaches, challenges and lessons learned in programme planning, review and reporting.

Eight (8) years progressively responsible professional work experience at the national and international levels in social development, management, planning, monitoring and evaluation. Relevant experience/exposure to emergency is an assetPrior experience working in a UN system will be considered an asset.
