Major responsibilities

Financial Management and Reporting

  • Directs financial activities for the assigned program area
  • Leads, manages and coordinates day-to-day coordination of financial activities across all funding elements and sources, ensuring cost efficiency
  • Develops and implements processes, procedures and policies that further enhance the delivery of financial services and accelerate the seamless, coordinated delivery of program management
  • Ensures that USAID resources are appropriately directed to project priorities and are in line with project Procurement plan
  • Leads the development, monitoring, and review of project core and country buy-in budgets including budget negotiations with sub grantees and finalization of budget narratives
  • Acts as a strategic thought partner and plays a key role in defining the scope, budget, work plan for assigned program area
  • Ensures partners across the organization are provided with high quality advice, support and guidance relative to assigned area
  • Ensures financial activities within the assigned program area align with organizational, regulatory and donor requirements
  • Provides guidance, monitoring and support to project teams, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, development of contracts and sub awards, and management and maintenance of office inventory
  • Develops and/or refines systems, tools, manuals and other resources for the successful management and operations of the project; train finance staff in their use.

Budgets

  • Directs and develops the annual work plan budgeting process for all core and field project activities and partners.
  • Works closely with program operations staff on preparation, monitoring and reporting for core budget and the specific budget elements thereof
  • Analyzes budgets based on work plan and actual in-country costs
  • Prepares complete and accurate budget modifications and realignment requests
  • Ensures all project budgets are entered into Sun budgeting system and Project Budgeting Allocation System(PBAS) at country level in a timely and accurate manner
  • Reviews and negotiates subcontractor/sub-grantee budgets
  • Develops guidelines for partner budget allocations and serves as a key liaison to support budget and narrative development in accordance with project objectives
  • Ensures project systems are in alignment with overall USAID and World Vision International Systems, in collaboration with Senior Management Team
  • Works with the project and World Vision leadership to standardize specific USAID grant operations and resolve operational issues in the field.
  • Ensure that the project donor quarterly financial reports are prepared, reviewed and submitted on time.
    Stakeholder Engagement
  • Works closely with cross-functional partners to ensure coordinated delivery of services, including:
    Chief of Party, National Office Finance and Support Services Director, Program Finance and a team of Finance officers assigned to the project to ensure the project has complete, accurate and timely financial data for decision-making.
  • Project management to ensure that all funding allocations are accurate, optimized and effectively deployed;
    Contracts and grants management team to manage and monitor partner performance, compliance, and contractual position.
  • Country leadership and technical teams to respond to country buy-in budget requests.
  • Partner finance leads, to ensure smooth collaboration and efficient management of partner finances under the project.

Compliance

  • Works closely with contracts and grants management staff to ensure contractual and administrative compliance
  • Ensures financial systems and reports are compatible with standard accounting practices as well as USAID rules and regulations.
  • Provides capacity building, coaching, and mentoring of finance staff and local partners, by developing learning activities and materials to support capacity building.

Supervision (if applicable)

  • Mentors, supports, and/or manages a finance team of highly qualified staff and align their efforts to project goals to ensure rapid and sustainable results, efficient operations and compliance in all areas
  • Provides coaching, guidance and mentorship to direct report(s) where needed
  • Sets targets and objectives for assigned area and delivers results
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered
  • Leads a high-performing team and provides ongoing feedback and performance reviews
  • Tracks, monitors and effectively addresses and / or rewards performance of team members
  • Manages employees in compliance with all HR policies, procedures, guidelines
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams
  • Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals

Required Educational Qualifications

  • Advanced Degree in MBA in Finance, MSC in Finance/Accounting/Auditing is a MUST,
  • ACCA, CIMA, CPA or equivalent is a MUST
  • Additional work experience required as a minimum qualification for this position.
  • 12+ years of progressive experience in accounting and financial management and administration, project management, grants management, procurement and human resources administration of development and/or humanitarian assistance programs
  • 5+ years’ experience in a senior finance role overseeing financial management and administration, project management, grants management, procurement and human resources administration of development and/or humanitarian assistance programs.
  • Extensive financial or cost management experience.
  • Experience as key personnel and/or who have served on a project leadership team strongly preferred.
  • Expert knowledge of US GAAP, IFRS, FAR, and 2CFR200: Uniform Administrative Requirements, Cost
  • Principles, and Audit Requirements for Federal Awards
  • In-depth knowledge of USG agency regulations in finance, grants, contracts, and administrative regulations, policies and practices, and reporting requirements, professional accounting and auditing standards,
  • Knowledge of country statutory requirements including audit, tax, registration, reporting and other applicable national laws.
  • Extensive financial and administrative experience working with USAID, international and/or host country NGOs (including subgrant/sub agreement management).
  • Experience in strengthening the organizational capacity of partners institutions is strongly preferred.
  • Working proficiency in SUN Systems accounting package and Microsoft 365 Office products.
  • Experience developing finance and accounting policies, procedures and systems and structuring finance support functions for effectiveness, Direct supervisory experience of professional and support staff
  • Demonstrated experience organizing resources and establishing priorities
  • Excellent verbal, written, interpersonal, and presentation skills in both English and French. French is non- negotiable.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Excellent skills in facilitation, team building, and coordination
  • Ability to coach, mentor and develop financial and administrative capacity of project staff
  • Ability to travel up to 30% of the time

Knowledge, skills and abilities

  • Minimum education, training and experience requirements to qualify for the position:
  • Previous demonstrated success in senior leadership positions on USG multi-million-dollar global award
  • 5 years at a Finance Director/Advisor or Key staff level with overall accountability for program financial performance

  • Broader understanding of monetary and fiscal policies of the National Office and country context

Preferred Skills, Knowledge and Experience

Academic requirements, technical skills or other knowledge preferred for this position

  • CA, CPA, ACCA or equivalent preferred
  • MBA in Finance, Masters in Business Leadership(MBL), MSC in Finance/Accounting/Auditing preferred
  • Knowledge of government grant regulations and financial reporting requirements preferred
  • Knowledge of local accounting system preferred

Additional work experience preferred for this position.

  • Experience of treasury activities, establishment and monitoring of budgets and an understanding of data processing concepts and systems is preferred.
  • Experience with humanitarian aid in-country is a plus.
  • Experience working in a challenging operating environment is an added advantage
